Staying Strong: Building Billboard Safety for Philippine Weather

The Out-of-Home Advertising Association of the Philippines (OHAAP) is taking a huge step to protect our community, our assets, and the public with a special learning session done on August 29, 2025 for our 3rd GMM. The theme is super important for us: “Building Safer Billboards: Strengthening Resilience Against Weather Challenges.”

Let’s face it: the Philippines is beautiful, but our typhoons are intense! Making sure our billboards stay up, strong, and safe during heavy winds and rain is our biggest responsibility. This session is designed to give us the best, most reliable advice straight from the experts, so we can all make smart and confident decisions about our structures.

We’ve brought together key professionals from engineering, weather, and utility safety. Why are they the perfect people to help us? Because they cover all the angles—from the strength of the steel to the force of the wind!

ExpertWho They Are & What They KnowHow Their Advice Helps You
Dr. Lessandro Estelito O. GarcianoImmediate Past President of ASEP (Association of Structural Engineers of the Philippines)He’s the authority on how strong a structure needs to be. He’ll guide us on the national rules (codes) for billboard design to make sure they can really handle the maximum wind loads that hit our cities.
Engr. Adam C. AbinalesMember, ASEP & PRO, PICEI (Philippine Institute of Civil Engineers)He backs up the engineering knowledge and talks about the best construction practices. He helps us put the theory of safety into action on the ground, making sure our builds are top-notch and professional.
Engr. Lorenzo A. MoronWeather Services Chief, PAGASA (Philippine Atmospheric, Geophysical and Astronomical Services Administration)This is crucial! He has the official, accurate weather numbers. He’ll teach us about specific wind speeds and storm patterns we need to design for, helping us base our planning on science, not guesswork.
Mr. Nathaniel P. AfableSafety Officer, NGCP (National Grid Corporation of the Philippines)Our billboards often stand near power lines. He’s here to talk about electrical safety and clearance. His tips ensure that a falling structure won’t cause power outages or, more importantly, put people at risk of electrocution.

The Big Takeaway for OHAAP Members

This learning session wasn’t just about attending; it’s about making changes that save time, money, and potentially lives. By listening to this dream team, you will learn how to:

  1. Build Smarter: Use PAGASA’s real-world weather data to design structures that are compliant with the strict standards set by ASEP.
  2. Avoid Danger Zones: Get clear guidelines from NGCP on how to safely build near crucial power infrastructure.
  3. Future-Proof Your Investment: Ensure your billboards are durable and resilient, protecting your assets from costly storm damage.

This is OHAAP’s commitment to building a safer, more professional, and more trustworthy Out-of-Home advertising industry for everyone!
